The first half is definitely better than the second; and very similar to the first game; but that's more the fault of the original design than the remake
Disclaimer : Resident Evil 4 is in my top three games of all time. It's also still the best Resident Evil game ever released. I also played through -- multiple times -- Resident Evil Zero and Resident Evil 1 (GameCube remake).
I remember being nine-years-old and seeing Resident Evil 2 among the new releases at Wal-Mart. I don't know exactly what drew me to it, as I had never played a horror game before. Something inside of me just knew I had to have it.

Resident Evil 2 begins as Raccoon City continues to endure an onslaught of terror and fear as a mysterious, flesh-eating virus spreads into the town that turns everyone it infects into zombies.
This game is a perfect example how a remake should be done. If you're a fan of the series, or a horror fan period, I'd highly recommend. Controls great, graphics are amazing, atmosphere is awesome. Couldn't be happier.
Full disclosure – the original Resident Evil 2 is my favorite game of all time. I remember it like it was yesterday; scouring the local newsagents for any magazine that had a morsel of news as the release date crept ever closer.
There's an art to remaking a classic. The trick is to stay true to the original, without simply rehashing the same thing; to update with new ideas, without straying too far from what made it great in the first place.

Don't waste time reading this. It's awesome, go buy it. Been a fan since the very first on ps1 in the 90's, and although the series lost its way a bit, if this is capcom hitting its stride again (and with resident evil 3 remake already rumoured), this is the (re)start of something very special.
